No, you have to have a sticker that says you paid a tax and made sure your headlights work.
Primarily as proof of tax payment.
Do they check for insurance? Because they should.

You don’t pay me anything. I’m not in the inspection sticker business.
But when is the last time they inspected your tires? Your brakes? Your fan belt? Your suspension? Your windshield wipers?
It’s clearly not a road worthiness inspection. It’s a tax scam bundled in “public safety”. If you don’t have window tint then you’ll pass every time.
