So I guess Mayor Cantrell "be witch hunt" after all

Sometimes, "stupid" and "criminal" are not the same thing, and that seems to apply here.

People who commit fraud to embezzle money from their employer often have a need. Unpaid debts, drug/gambling habits, too high levels of expense relative to income, etc.

Corruption comes in many forms, but in this case, it's likely her missue of the city credit cards was due to incompetence, not criminal activity.

Phew. I thought the boss was a thief. Knowing she’s just incompetent makes me feel better.

Honestly, she’s much better than I expected. The hiring of an outsider for the head SWB job was great.
