TOPS is merit based. Kids don't have to work in school to get a certain GPA and retain it while in school?

Both are more likely. Those who receive the government handout knows as tops more so. Those who receive government paid healthcare are also more likely to be more productive simply because healthier people are more productive.

The truely amazing thing about some wellfare recipients is they can not remotely figure out how to create a budget but they become freakin Robert Shapiro when it comes to legalise concerning anything involved with their wellfare checks.
I promise you if I ever fall on my arse and hit rock bottom I'm running to the nearest poor neighborhood to learn how to properly navigate the bureaucracy of wellfare.

Yep, they become pretty adept at making things work. I know of three families all dirt poor and on welfare. Many of their bills are due at different times. But they get their checks at the same time. So one gives money to another family, and another gives it to another, and the third gives it to the other.
