Come on, man. The whole "culture" thing comes up because black culture in New Orleans is one of the many things that makes that city colorful and special. It's used in derision here because the "culture" tag almost wholly ignores the epidemic levels of crime, bad parenting, lack of education, broken homes (actually broken homes is a misnomer because so many were never nuclear to begin with), poor decisions, following unwritten street codes and rules like sheep that neither advance the community nor the individual, and blindly following political leadership that shows them in plain sight that they don't give a shite about them.

Then, of course you see the "black lives matter" tag because it's only screamed from the mountaintops when a black life is lost by the hand of a perceived oppressor. Yet, in reality, in swaths of land across this great country, on a daily basis, the criminal segment of the black urban population tells the world that black lives actually have very little value.
