One of my friends refuses to turn his car off while he fills up because he wants to keep his AC running.

Luckily I can speak ebonics. People who smoke at the gas pumps period, are idiots! Regardless if they are pumping, gas , diesel or nothing at all. Needs to be done elsewhere.
Last fall in Mississippi I seen a hispanic gentleman unloading a bulk tank of gas that was mounted on a homemade cart into the stations storage tank.
The tank had a 3" ball valve in the bottom of the tanks sump. The opening on the ground storage tank appeared to be around 6" in diameter and the bottom of the bluk tank valve was approximately 1' off the ground .
He lines that joker up the best he can see fit, and just dumps it. The wind was blowing around a steady 10 mph with persistent gusts. Only thing i could think about was a lit cigarette blowing across the parking lot and lighting the whole place up.
Did i say anything to him? Hell no! I finished pumping and got the hell out of there.

Not to add to your worries, but sparks from a cellphone could be just as catastrophic. At least that's what my Aunt Edna put on Facebook. Be careful out there

Lighting a cigarette is dangerous, the lit cigarette is not. As the OP pointed out, lighting a second cig without thinking is the danger.
Despite what you may have heard, cellphone use at the pump is not at all dangerous. Charging your cellphone may be, but using it is not. There are zero documented cases of cellphones causing a fire at a gas pump.
Static discharges (often caused by getting back in and then out of your car on a cold day) probably results in more gas pump fires than all other causes combined.

A lit cigarette will not ignite gasoline, diesel, propane, or natural gas. it is not hot enough.

Hmm, I wonder why helicopters are refueled while running? They do get concerned about igniting the fuel though, that's why they ground the fill line and handle prior to inserting and starting to refill. Of course that's for controlling static discharge, the real danger.
