Skateboards don't have brakes. The cop should have setup at the top of the hill.

There wasn't much room there anyway, he was going to hit the cop or the car one way or the other. His friend made it through, but I'm guessing the cop positioned himself there just after. Should have just ridden into the cop full speed. It was the cops choice to stand right there, frick slamming into a car that fast.
