Your federal taxes went down so yes your state amount went up but the rates didn't change. Federal taxes are deducted from the taxable income for state taxes I believe.

I believe it is because your federal deductions were cut.

This is the correct answer.
Its been like this in the state constitution since sometime in the 1970's from what I saw.

Feds were cut and a few weeks later state went up. It was all over the news.
