No such thing as the fast lane. It is the passing lane and legally is supposed to be used for that only. As soon as you pass you are supposed to move back to the right lane.

Ok prove me otherwise? In Louisiana you can be ticketed for riding in the left lane. It's purpose is for passing. Of course now few people, even police use it properly. You do not have to like it. But it is the law.
The law is confusing and it contradicts itself, that maybe why it isn't enforced. While it is the law it is kind of stupid. People driving slow in the left lane isn't the biggest issue on our interstates. I travel I-12 ever day and the biggest issues are that there are only 2 lanes which isn't enough for the amount of traffic. People that constantly jump from lane to lane in heavy traffic. What I think is maybe the biggest issue is 18 wheelers that get in the left lane trying to pass another truck. Most trucking companies have their truckers governored at 68mph. So you end up having a truck going 68 trying to pass one going 66 or 67 and they block the road and traffic backs up. Any truck you see going over 70 is almost always a independent trucker of which there are very few left anymore. These guys are not really the issue because they keep up with traffic for the most part.. This is why IMO I think in certain stretches of the interstate that almost always have heavy traffic in certain hours of the day, trucks should be required by law to stay in the right lane. Silmilar to what is required on the basin bridge.

I am not sure why you spent so much thought and didn't just look up the code to see your error:

(emphasis mine)
Especially if you have a daily commute, congestion is normal. Left lanes are not usually referred to in code as fast or passing lanes simply because there are too many exceptions.
