Almost sounds like a couple who are friends, secretly like each other, and then get mad because the other one won't make a move. The only way anything will happen is if someone gets a little intestinal fortitude.

Frankly, I'd view their attitude as a bad sign. Any manager worth a damn should be actively recruiting good people, not sulking over someone not calling him.
