Properties owned by out of state companies went with the existing government structure. Shocking
They must have been frightened by all the new taxes those fiscal conservatives in St George were planning for them!
Lawyers and advisors instructed them that there was zero downside to sticking with the city. They had no fear of retribution from a new city. Easy decision

The rub is some elected to be annexed and some did not. All of the mall didn’t ask to join BR.
There are also plenty of commercial properties who didn’t ask to join BR.
You are acting it was some kind of no brainer for all these commercial properties to join the city when there wasn’t because all did not join.
