Groom's family pays for the rehearsal dinner. Bride's family pays for everything else.
Unless you're both on your own and self sufficient, then you pay for it yourselves and don't force your folks to go into hock for a ceremony everybody would rather skip except the degenerates looking for free booze.

ETA: My parents paid for the rehearsal and alcohol at the wedding. Wife's family balked bc I have a big alcoholic family. My folks were happy to step in and take that one for the team.
