Less people smoke now than 30 years ago. This is a stupid assumption.

Ehhh stupid rich people still put their kids in good schools and pay for their own medical bills, etc. They can also have smart kids.
I've repeated my radical thoughts on here several times on the subject, but I'll do it again:
- Give a 1 time $10,000 tax free paycheck to any male on welfare/medicaid to have an irreversible vasectomy.
- Give out free birth control, Plan B, and condoms in public high schools for kids with parental approval.
- Give out free birth control, Plan B, and condoms in low-income areas to adults 18 and over.

I’ll see your radical thoughts and raise you. Free abortions are the only solution. The people we’re talking about are not smart enough or inclined to use standard birth control. They want instant gratification. Damn the consequences. They only consider the inconvenience of pregnancy after the fact.
