You are looking at the wrong causality. As more cops are shop and/or killed it plays in their mind when they come across a suspect acting suspicious. As a cop you have to figure ever stop has the potential to turn ugly.

I still get nervous when leading a presentation or conference call. I can't imagine the insame amount of stress and adrenaline rush they go through with every stop.
