RTA wants to buy coaching services to explain how to do their jobs

The Regional Transit Authority is looking for a vendor to provide "coaching and consulting services" for its CEO and executive team — almost a month after half of the RTA's eight-member board resigned over issues with the authority's top brass.
In a request for proposals issued on Tuesday, the RTA wrote that it "is undergoing a leadership change and has identified the need to support current, emerging, and new executive team members in their professional development."
The bid documents ask firms to list in their application the cost of providing weekly “CEO 1-1 Coaching” sessions; monthly “C-Suite Executive Coaching” sessions; and 10, four-hour long sessions for “meeting, group, teambuilding facilitation.”
The RTA specified that the contract would be for three years, with an option to renew for two additional years.

Coaching can't help this group.
But every major organization just about, has executive coaches for their senior C-level people.

Is the RTA hiring?
Unfortunately, I don’t think I qualify as a white male.
I may have to identify as a Native American Cajun Transgender just to sniff the C-level suite of this organization.
I even heard last week that the RTA wanted to stop people from using street car images for certain purposes without their consent. So if I made a video on YouTube of a passing street car, I may have to get RTA’s consent for that video.
