I've seen before where some over zealous Security Forces troop gets carried away with their active shooter suspect act during an exercise.
Someone calls the cops thinking something is going down and confusion ensues.
Hope that is the case here.

My wife (no pics) has literally been this person before. At Lackland. She was stupid but they treated her like a criminal.
