BR would instantly become the best mid-sized city in the South if we could somehow fix the traffic, the crime, and the schools

doubt I'll get a straight answer, but when you say "culcha" do you mean black people in general or low-class riff raff that are black?
Personally, I don't give a shite about their ethnicity, economic status, or preferences. It's more about their behavior. Act right and I'll hang out with you. Act like an arse and I'm out. I don't have the patience for people's bull shite, be they hood rats, drunk college kids, or obnoxious middle aged people at ball games. Hell I don't like obnoxious children.
I don't think "culcha" is strictly ethnic. I don't like the bro country white trash types that show up at music festivals (BCMF). That's why I don't go. So it ain't a black thing IMO.

Good synopsis, I think you're right.

my point exactly. BR is a strange place when it comes to "eclectic" crowds. Most places do OK till the wrong crowd starts showing up, then its all over. Its weird.
It's not a weird thing unique to BR. It happens all over, and it visibly happens with malls and schools and neighborhoods. Repeatedly. It's the reason people abandon communities and move way out to a distant suburb and commute an hour to work. It's the reason people pay taxes for public schools but also pay tuition for private. It's the reason vast sections of prime real estate in almost every American city are void of businesses beyond pawn shops and cash checking.
It's not weird. It's sad and frustrating.
