That's the way it goes down when the state, a political subdivision, or municipality is involved.
When a friend got hit by a city vehicle, there must have been 82 people out there taking video, pictures, and collecting evidence.
They are covering their arse; you should cover yours.

I'd guess for things like vehicles they have insurance or maybe some self insured mechanism. But for some claims against the state you actually have to get the state legislature to fund a judgment even after you get one against them.
