We went to a party at our friends house on st. Charles
Even this year I'm skeptical of that spot with all the construction.

If I was bringing a kid to the parade, didn't live in walking distance, and the parade didn't go down Magazine then I would probably catch the parade by New Orleans Hamburger in Seafood. You can pay to get a wrist band to use the bathrooms, they sell beer out front, good crowd, and there is much more room on the neutral ground side than the side walk side.

Milan during the day is not that fun.
I've always hung out either by Superior and Mayfair or within a couple blocks East of St Charles and Napoleon.

I guess you just mean Lee back toward the expressway as far as being dark.
Once you get past that way heading up St. Charles into the Warehouse District it's pretty tame.

Probably a pretty good plan.
There is also one of the schools, Sacred Heart I believe, that does a nice restroom set up and sales food.

We used to set up not far from Superior on St. Charles. Not directly by it, but a few blocks down. I saw a good bit of families with no issues. Never really anything absurdly wild going on.
