This is the bigger problem. If you are thirsty, you go somewhere you can get a drink. If you want money.... Well, yall get the picture. If people are going to freely hand out money, then there will be people willing to go out and take it.
Let's look at the math.
Let's say they get $5 every light cycle. Every light cycle is what? 3 mins.. So in an hour there are 30 cycles and on average, $5 a cycle is $150. If they panhandle as if it is a regular 40 hr a week job.. 8 hrs a day.. That is $1200 a day, $6000 a week. $312k a year.... not taxed... money.

When I was in college I went on a beer run with a few friends. One guy went in while two of us waited in the truck. Bum sees us and comes up to the window asking us for money. Before he could say anything, the friend comes out of the store, case of beer over his shoulder, walks up behind the bum and asks him for some change. Said he spent most of his money on beer and just needs another dollar for cigarettes. Bum got pissed and walked off.

My line lately has been to hit them with "thanks but I don't need your money" as soon as they walk up. They tend to just keep going at that point.

Then they beat the system, good for them. As I said, I'm not giving them money so it doesn't bother me one bit. I also don't want to stand on a corner and beg for cash either. Those dudes also aren't getting $5 a light cycle

Two of them were fighting for a spot across from Target this past Sunday. Both seemed drunk (or high) and one got shoved into oncoming traffic. Lucky SOB that the car locked em up.
Not safe & I'm not sure why BR doesn't make it illegal and run em off.
