Purchasing with Goverment Money

Good Morning. Question. It has been my understanding that according to Louisiana State purchasing laws, purchases over $30 Thousand dollars must be bid out, advertised and specifications to the item purchased be made available to vendors. I was told that this law was changed August 1st. I have not been told exactly how it was changed but has been changed. Is anyone that's familiar with State bid/purchasing laws aware of any change to this? Thanks for replies.

Lowest bidder laws are a big part of why the government fails everything.

Is what your buying able to be purchased through a vendor that has an open state contract. I know Grainger Supply and Home Depot do this for many public entities

No. It is from a private business. Not anything under state contract.

Whatever. It's specifically money generated by milleage from property taxes to support a public safety agency.

$30,000 is for objects like computers, desks, etc
$250,000 is the threshold for fixed projects like Buildings, construction, roads etc

I found out the law did change. Called the Attorney Generals office. HB 221 by Representative Tara Magee, Act 204. Went into effect August 1st. Just minor changes. Thanks for all the replies.

So basically anything the government does is subject? I don't know of a government agency that's small enough or a project that's small enough to be less than those amounts, respectively. Sadly, the government always overspends on this kind of thing, so even the lowest bidder is going to be way higher than what a private company would probably spend on a better company/contract.

From what I understand this is how it works. For a lot of projects and this happens locally as well, they already know who will do the project. That company submits a bid that they know other companies would not be able to do it for. But as the project progresses there is always things that end up costing more than estimated.

I don't know if its all projects, but some of them take the first 3 bids right? If its a new company, I would suggest bidding on any project you can do the job on. Talk with whoever you submit bids to and just become a familiar face, you never know when they need someone to do a smaller project or any other project and the other company that normally gets the job is tied up.

Baw you bid the job win the job then ask for a change order after you start profit
