Most of the Green Light Projects are done.
The following that were from the Green Light Plan that are on this Plan:
Hooper
Old Hammond
Perkins
There were a bunch of proposed small connectors in the green light plan that would have done wonders that aren't in this new plan.

Amazing how Texas builds stack interchanges like they're going out of style and has one at almost every intersection. But Baton Rouge can only build one.. way in the north part of town.
A new elevated interchange at I-12/Airline would be about $80M+ not including the right-of-way acquisitions. If you take a look at that location, all surrounding land is highly developed by arguably highly profitable businesses. That would mean that the land would be very expensive to obtain.
I'm not arguing that it isn't needed, but finding the funding for it as well as the rest of the highly needed projects is very difficult to do.

Somehow they don't seem to have a whole lot of diverging diamond intersections. Guess it won't matter.

Sorry, but widening those roads won't improve a goddamn thing
A turning lane so that one person taking a left doesn't shut down the whole street.

It should have been built that way originally. Planners should have known a major east-west interstate's intersection with a major US highway was going to be a high volume area. More stupid and horrible infrastructure planning by Louisiana's finest. A cloverleaf interchange? Bitch please.

Besides Jones Creek, what other connectors you're talking about?

One connecting the Mall of LA to Perkins
One connecting Essen to Bluebonnet near I-10
One connecting highland to Burbank between Staring and Lee

New 5 Mill Property Tax – 30-year property millage based on assessed home value within the boundaries of EBR Parish. All funds to be used for EBR transportation and mobility improvements as shown below:
I'm a resident of AP and think it is unfair for EBR property owners to foot the bill for roads the entire metro region uses.
We should set up a metro region transportation authority and create dedicated funds through Brake Tags, Sales Taxes, and Highway use fees for each vehicle registered in the metro parishes.

I think I read that they want to install a center turn lane and sidewalks on Lee Drive. That center turn lane alone would be a huge deal.

Don't worry. AP will have to do something like this very soon.
The state doesn't spend very much money on infrastructure in the Baton Rouge region.

That looks like that project where they're extending Kenilworth to Burbank that's in this plan.

College Drive is listed on the plan.

It was a different street. They changed it to Kenilworth for this project. Now do the three other connections that aren't proposed anymore.

What other connections?
I think Kenilworth is ideal because they also plan to extend it past Perkins and across the tracks. I vaguely remember a plan to extend Starring beyond Burbank to connect to either Nicholson or Gardere.

Jones Creek, Mall of LA Blvd, and the medical connector of Essen and Bluebonnet running right by I-10.

That connection across the tracks doesn't link up with Kenilworth. You'll have to turn on to Perkins.

Kip had that idea to extend Staring to Lauberge but it wasn't included in the green light plan.

I don't care what it does, I won't vote for it. Baton Rouge has a spending problem not an income problem.

Mall of LA Blvd
They are actually building this right now. It is going to come out by the Fresh Market on Perkins.
It's not called Mall of La Blvd though. Edit: Paulat Boulevard.

IMO that was a solid idea even if the extension was only 3 lanes. I think the parish owns the right of way so they can do it later if they need.
