Depends if you are old or not. That temperature isn't really that cold, but the wind may bite. You don't really need thermals unless you are going to be outside for long stretches. If you are just going to different places then they will probably make you too hot once you are back inside. Really what's important is gloves, scarf, maybe hat depending on how long you are outside, good socks, and a quality coat. A quality coat will keep you plenty warm and then you can take it off as soon as you are inside without being stuck with the thermals. I don't know if you'd have a quality coat with where you live though...
