Interview the folks who called in the report. See if they know anything about the people in question which might make it possible to speak with them. Conduct surveillance, increase VISIBLE police presence in the neighborhood. Tell the cops working for me that the goal is to prevent crime, not make arrests. If an arrest is made make sure that a conviction is likely. If not wait and continue to do the work.

What is the goal? Is it to prevent the sell of drugs from this location or is it to make an arrest? The goal should be to prevent crime. To do that the simplest thing is to be present and visible. That is sufficient. The crime leaves and goes elsewhere. The people in the area where the crime left are impressed and more likely to trust the cops. Win win.

If, however, the goal is to make an arrest without any regard to conviction, I would do what they did and damn the consequences. If the goal is an arrest AND a conviction I would do the work as described above. I would not relent. When they made a mistake I would make the arrest. I would be patient and visibly present...they are going to have to find another way to commit crimes because they ain't going to do it in the presence of a cop.
