I don't have the best understanding of laws, but that's some terrorist type threats or some kind of serious felony...or should be.

The fact that it was just water is irrelevant. That dude, especially the first one being chased, could have feared for his life, pulled out a gun and started shooting and thus putting innocent people in that parking lot in danger.

There's really not any amount of years you could put them in prison that would make me think it's too much.
