Power outage in NOLA 9th ward, Entergy clueless

I've said this many times in all the flooding / boil water advisory threads.
NOLA citizens have the misfortune to have the worst public utility in the country (Sewerage and Water Board) and the worst private utility in the country (Entergy New Orleans).
We can blame them for electing the same idiot politicians who oversee the S&WB. But what about Entergy? What's their excuse for being so absolutely, insanely incompetent?

That's a lot of unpaid bills.

New Orleans might have higher efficiency were we to get rid of the current system of the council regulating energy. New Orleans is the ONLY CITY IN AMERICA that separately regulates its power utility. It is the duplication of the job already being done by the Louisiana Public Service Commission and the cost of this duplication is entirely passed on to New Orleans ratepayers. The LPSC may not be perfect but folks in Baton Rouge, Shreveport and Jefferson Parish are paying less per kilowatt hour (Currently Entergy Louisiana customers pay approximately 20% less per kwh for electricity than Entergy New Orleans customers) and suffer far less outages. As to an older system, there are far older systems in cities like Boston, New York and Philadelphia that seem to work without the cities having to regulate the utilities separate from the states. The recent two million dollar fine paid by Entergy is but a small percentage of the millions paid annually to out-of-state companies such as Legends Consulting ($3.5 million in 2018 alone) to advise the council on the regulation of Entergy. What is it that makes our City Council think they are so much more capable than even metropolis like New York and Los Angeles in regulating a utility separate from the state? Is it arrogance or the fear of losing a large revenue stream to their campaign accounts and pockets?

Honestly, power outages are pretty easy to avoid...you basically just have to keep fairly new equipment in service and cut all trees around it.
Unfortunately, people would rather have low utility rates and continue to plant trees in the power line right of way.

This is the only question that needs asking. Things that fix themselves will also
screw up again, duh.
Entergy does zippo maintenance until something drops out, NOPSI was SO much
better.

From the article it seemed the reporter simply checked the outage map a few times today and never spoke with an actual Entergy rep.
I think it being unclear may be an indictment on our terrible paper, not our terrible utility, in this instance
