It looks like it was your mom’s attitude and decisions that got her sick. It’s very simple, stay home and stay away from people if you want to guarantee to not get it. Otherwise, you are knowingly putting yourself at risk.

No shite they shouldn’t have had a birthday party with elderly people who are at the highest risk.
Were the attendees there of their own free will? Then don’t shift blame. They went to a house party with 20 people. Its their own fault for catching covid. If I catch it after going to a party, it would be my own fault because I knew and accepted the risk

It serves as an example of what can happen if people are not wearing mask or being responsible.
You go into a business that doesn't require people to wear facemask, you get it, with no symptoms, you then pass it to someone else who then goes around someone else and it just keeps the cycles going.
One of the 9 who got it and was sick was a 47 year old male who isn't at all overweight. He might have some other health problems, I don't know, but its an example of how easy it can spread. Yes they shouldn't have had the part, yes my mom shouldn't have not gone, no they didn't wear a mask.. But they didn't think there were going to be other people there either. And you would think a paramedic who tested positive would make better decisions so both sides are at fault.
All of it could have been avoided with mask and social distancing.
