This is followed by the giving of the keys of the kingdom to Peter, which is in reference to Isaiah 22 where the keys are given to the steward to show he is to act with the king's authority while the king is away.

So, I agree that it is very clear what Jesus was saying here. Peter was his Vicar.

Of course Peter was a bishop. He could have obviously not been the pope as we think of a pope today. That said, the pope is now simply the Bishop of Rome. All popes are bishops.

The clergy in the Catholic Church can all trace their individual ordinations back to the original 12 apostles of Christ. Non-Catholic Christians can’t do that.
