let's rephrase the question.
You AND YOUR PARTNER have a suspect prone on the ground. each of you have weapons drawn and trained on the suspect. You each are restraining one arm, neither hand is in a pocket. He has a gun on his person but it is 100% in his pocket.
When do you get to fire? As soon as he twitches? Sorry, I support LEO, but that was not a good shoot in BR.

Because they're on foreign soil and deal with Rules of Engagement... not federal and state laws of the U.S.

The bigger issue, at least IMO, is when do you shoot them if you don't know whether or not they have a gun. That is where it gets dicey.

This should not result in a reasonable person to fear for his life. These guys shot themselves in the leg/foot.

Two cops were wrestling one man. Each was restraining one arm while sitting on top of him. We have multiple videos of the incident. Nowhere have I seen where those police lives were in jeopardy.
