Not actually how it works. He is held until his treatment is successful and he is deemed safe to reenter society. Kind of messed up.

The guy who just killed the Chicago Police commander was a four-time felon who had most recently served 16-years. At what point do you lock these fricks in a cage and throw away the key? There is absolutely nothing good that can happen from releasing them back into society.
