The women are stupid. Calling the police and blocking his exit was totally unnecessary. He's a crazy old man who isn't long for this world, and he didn't do any harm. He's probably incapable of doing anything too bad. Just let him on his way.

I spent a summer in Grand Island. It's outside of Buffalo and as far as I could tell, it was sort of a resort area with lots of nice houses on the river. Your assumption is probably correct if he was a local.
