What about at a dog shelter or something. If I recall the girl down the street from me (she graduated this year), but when she was 16 I remember her dad telling me she had job at a dog shelter in which she worked 16-20 a week.

Host then waitress at a restaurant. If you taught her well she will only get ran through like a red light and not bukake porn.
Probably the best money she will make, they have flexible scheduling so she can work evenings and weekends, she gets to deal with everyday life and it's never boring, and there will be a social aspect, she will meet others from other schools in the area, so good networking.

Have her try Alexanders by Blue Bayou. They definitely hire at 16. I would bet that most grocery stores like Calandros or Hi Nabor would too.
