Frankly it’s an inappropriate situation to put the customer in.
What’s an appropriate tip for that? $20? For a product that’s going to have noteworthy decline?
At some point you cancel the order as undeliverable because you can’t practically get a hot and fresh product there. You don’t show up expecting a large increase in compensation.

Many moons ago, I was a paper boy that delivered papers on the neighborhood on my bike.
We had a bad snow and ice storm roll through during the early morning hours. Knowing it was gonna be bad , I got up earlier than the normal 6 AM ( moat likely at the urging of my mother) and was able to deliver the papers wearing my baseball spikes for better traction. No bike of course.
One of my customers met me at the door and wondered why I bothered to get out in the weather.
Then on the radio after I got back home, we heard the local newspaper is telling it's paper carriers not to get out in this bad weather.
No extra tip for young East Coast Band.

I've been there. Years ago, while delivering pizza in Metairie, I encountered street flooding. The water was up to my knees. I walked several blocks to reach the house and delivered the pizza on time to a woman in the pouring rain and flooded streets. She didn't give me a tip.
On another night, I delivered a pizza to a hotel room on airline highway full of hookers, and they gave me a $20 tip.
