The shaved head was actually his idea. The producers wanted him with a traditional haircut. His view was with Mo's bowl cut and Larry's frizzed out mop cut, he wanted something that would set him apart. With the support of Mo and Larry and others, they finally gave in and it worked out well for all.
Sidenote, Curly was an accomplished ballroom dancer and some of his stage moves came naturally to him because of his talent in this area.
