Phone issues from weather?

I've been trying to call LDWF in Baton Rouge today, but the call will not connect. Have there been any reported issues with telephone lines or cell towers? Maybe due to yesterday's weather?

Yes, but I also tried from a landline, and all I get is a busy signal.

Last night replied to a few emails from my phone (maybe around 9PM.. The weather was getting bad) and this morning they were not in my sent folder, not in my draft folder.. There was no record of me sending the emails.
Is there any chance it could be weather related?

AT&T has a nationwide outage right now on their VOIP phones for sure, other stuff has been running slow as well.

state offices are open today, but there was a delay if needed.
