No, and by treaty, they can't.
China, France, UK, China and Russia are designated NPT nuclear states. India, Pakistan and N. Korea also have them.
Netherlands, Germany, Turkey, Belgium and Italy are NATO nuclear sharing states.
To the previous poster, the Philippines don't have ICBMs only the US, China, Russia N. Korea and India have ICBMs.
Note Isreal may very well have both, they are just very secretive about it.
