I think at its highest US production(just before Covid) was at 13 million barrels/day. Now production is at around 11.5 million barrels/day. So US production is down. That is a production cut.
The article states the Permian is at record levels, That doesn't count the Bakken, Eagle Ford, US offshore etc which are all down.
