That's different, because that is a hazard and you are providing an indication of something that others aren't aware of. With that, you are likely the only one going slowly on the roadway. In the rain, a jackass hauling arse knows you and 99% of other people are moving slower due to the rain. Hazards are not indicating anything unknown in that situation. It is illegal, but your chances of getting a ticket are between very unlikely and zero because a cop isn't getting soaked for that.

So a citizen that isn’t experienced in writing or interpreting laws, should use their limited knowledge to interpret a vague law as their first option and not follow what the state police say?

Recommended by whom? Unless you're stopped (hopefully pulled over on the side of the road), you would be breaking the law in Louisiana.

Just moved to Texas and apparently its not illegal and its actually taught in driving schools here to put them on in very bad storms. So im assuming alot of those doing it in Louisiana are people who are originally from Texas? It drives me nuts btw

If there was clearly no hazard being indicated, other than rain, you would eat your lunch at your next stop while looking at your valid citation. Lucky for you, it won't happen unless you screw up in some additional way.

The alternative point being made is that without the hazards you literally may have no visibility of the car ahead of you.
The brake lights aren’t as bright unless they are actively braking.
So a car would appear out of nowhere only when they are hitting the brakes.

Let’s use some logic and common sense to solve this.
When do we typically see hazard lights?
When someone is pulled over onto the side of the road. It is the universal signal to everyone else on the road saying “CAUTION, VEHICLE PULLED OVER ON SIDE OF ROAD.”
Driving down the road with hazards contradicts the exact intent that everyone should universally adhere to, which is “I AM PULLED OVER, DO NOT HIT ME ON THE SHOULDER.”
It is extremely confusing, especially in the pouring rain, seeing two lanes of idiots driving with hazards on, and then seeing a 3rd set of hazards on further over. It’s confusing because typically you can’t see lane lines at all.
It also simultaneously makes it 10x more difficult to be able to differentiate between running lights and brake lights, which at this particular time is about the only thing that we should be focused on, NOT SOME IDIOT WITH HAZARD LIGHTS CONSTANTLY FLASHING OBSCURING OUR ALREADY OBSCURED VIEW.

Apparently your regular lights don't do what they are intended for, to help make you visible and see when visibility is less than adequate. Regular lights are for driving in daylight hours only.
