See, this is where y’all lose credibility in this argument. If you want to say another driver is creating a hazard by using their flashers while driving, OK. I think that’s overstated but I can see an argument.
If your real gripe is that other people drive slower than the speed limit in low visibility.. get over yourself. Adjusting speed based on visibility and road conditions isn’t “creating a hazard.” It’s a basic rule of safe driving. If you are overdriving your visibility, you are the hazard.
If you’re driving in low visibility at a speed where your safety is contingent upon other people (who you can’t see) driving the speed limit, you need to slow the frick down. Or, as you put it, pull over until you feel safe.

This is always such a terrible argument. Have you seen Louisiana roads?
While I don’t 100% disagree it’s not always feasible to immediately pull over. To me it can put you in more danger.
I know for me I’ll wait until the next exit if it’s heavy rain. That way I can wait in peace until the storm passes. But for those miles until the exit I will have my hazard lights on. Sorry not sorry in the least. Deal with it and slow down.

When I see asinine questions in this thread like “Why is there a change in the flow of traffic during heavy rain?” and “what makes driving in heavy rain hazardous?”, it makes sense why Louisiana has by far the most dogshit drivers in the 20ish states I’ve driven in

And it’s a dumb stance for someone to say, “well people don’t know the laws to begin with so let’s create more “rule of thumb” laws to make things easier and safer”

If you’re uncomfortable driving in “hazardous” conditions or if you feel others are driving to cause a hazardous situation for you, then you need to pull over instead of making things worse by putting hazards on when tbh shouldn’t be.

Not sure of the legality, but I will do what I always do - operate my vehicle in the safest manner possible at a speed that does not inconvenience or threaten any other drivers.
as for rain, I would put on my flashers IF I decided to continue driving but having to do so at a speed that is SUBSTANTIALLY below the posted rate. I want to give some idiotic jackass SOME warning that they are approaching a 'slow' vehicle from as great a distance as I can.
Same strategy I'd use if I had to continue driving on a low pressure tire.

No. If that was the actual law, it states that hazards are for indicating presence of the vehicular traffic hazard. The key word being indicating.
