I think it is at the cops discretion but it should be enforced more.

I disagree. I think it should be legal to bump them off the road and charge them for the damage to your car.

Someone doing 45 in a 60 on the interstate is much more disruptive than someone doing 75 in a 60, n'est-ce pas?
but the min speed limit is 40 everywhere I have driven, crazy

Or how about we adopt rational speed limits where the speed limit is the 80th percentile of whatever people are driving in that area?
Thats essentially the "flow of traffic".
