Jesus. You have no idea what traffic dynamics are even involved. Without the tollways, the interstates would be at LA levels of delay.

I have recently been in BR and the proportionate operational levels are light years from one another. BR is a straight up abortion. Houston (soon to be the 3rd largest city in the US) is so far above BR it's comical.
