Sunk war ships like this are graves now. He can't do anything with them. This is just an interest of his I guess.
This one and Lexington are so deep as to be off limits for the forseeable future. Unfortunately, many of the wrecks in shallower water have been looted, including some of the most significant ones, such as USS Houston, which made a valiant last stand against an ovewhelming Japanese force, and kept firing until her turrets went under.

If you’re into this Natgeo did a special on Dr. Ballard’s exhibitions called Alien Deep. It’s on Netflix.

Paul Allen had a pretty good idea - Befriend and fund a genius billionaire in the infant stages of his empire.

According to information from Paul Allen the USS Juneau was only active for a year prior to its sinking. The November 1942 battle was short and brutal, and the ship split in two under torpedo fire, killing most of the men onboard immediately. The Juneau sank very quickly — reportedly within 30 seconds — and despite there being approximately 115 survivors, a serious rescue effort was not initiated for several days, by which time only ten men were rescued from the disaster.
