Out of State Tuition

Friends son, who lives in Dallas, wants to go to LSU, but the out of state tuition is steep. My friends parents and siblings live in Lafayette. Any way to get around out of state tuition?
On LSU's website, estimated instate tuition per year is $21,668 and out of state is $38,344.

correct me if I'm wrong but in 2002 it was around 5k a semester or maybe even less than that.

In other words, he doesn't have the grades to get into UT.
ETA: Y'all can get butthurt all you want, but a number of Texas students attending LSU have told me that LSU was not their first choice by any means. Post-secondary education in Texas is no joke.

LSU Tuition for Out of State Students is higher now

In-state: $24,863
Out-of-state: $42,272
And there is absolutely no way I would pay for either of those tuition figures to attend LSU. Budget cuts along with the loss of Tops is forcing LSU to significantly increase their tuition rates right now.

There's a Texas Tigers Scholarship that is 3433 a year with an ACT of 26 or higher.
Tiger Excellence is 7600 with 28 or higher ACT
Flagship is 20500 with 33 or higher ACT
Bummer they got rid of the Golden Oaks award. Almost every out of state student with a 30+ ACT was getting full tuition.

That's estimated full cost of attendance including room and board. Tuition is about 9K in state and 26k out of state.

In-state is not 21,000. That might be with room and board food etc. . More like 10,000 per year. 4800+ per semester with regular fees. . here is the fee schedule

Still, why should he receive any of the reduced rates that are intended to assist Louisiana natives?
Chances are he'll probably just leave the state once he graduates anyway. Therefore, it's a poor investment on the part of the university to have a potential alumnus skirt the specified tuition stipulations and not contribute to the Louisiana job market.

I received an out of state fee waiver to attend LSU 12 years ago and have been a tax paying resident of Louisiana since the Monday following my May 2008 graduation.
Not to mention OP is looking for ways to obtain instate tuition. He didn't make any claims about skirting the rules. Just inquiring about fee waiver programs that are "legal" and available.

How old is your friend? He may be able to claim a parent's residency if that parent lives in LA.
Also, look into the academic common market, or what it's called. Some states belong to an interstate agreement depending on majors offered.
Finally, like someone else mentioned, move to LA and make enough money to be considered a resident-not-for-enrollment-purposes.

Good for you. I sincerely offer my thanks for your presumed contributions to this state. We desperately need more young, educated, and successful people to help alleviate the massive brain drain witnessed in past decades.
