OT pool sharks - need help with a 9-ball rule

Playing 9-ball on app and when there's a scratch by your opponent with only the 9 remaining then you get ball in hand. I line up the shot and sink the 9 but instead of winning, it spots the 9 and my opponent gets ball in hand. He lines up almost the identical shot and gets the W.
I thought it might be because I moved the cue ball over the break line but opponent did same thing and it gave him the victory. Anyone know WTF is going on?

Should be a glitch unless you’re playing call pocket 9 ball and you accidentally chose a different pocket.

Wouldn't you have to hit the 1 ball first before the 9 drops?
