I just bought cheap LED lights from amazon, used hot glue and safety pins to attach to costume. Used some RC car rechargeable batteries and it worked out great.

Did the same thing to my kid last year. I bought him a black jumpsuit outfit with a hood and bought glow sticks necklaces. Used clear packaging tape and taped the necklaces to his outfit.
