Didn't Seattle do something similar? I remember hearing about Seattle Underground, I've never been before so I don't know for sure. they basically raised the street level the height of a 1 story building. I don't think they jacked up the buildings though. IIRC the first floor of buildings became the basement and the 2nd floor became the first floor and so on.

York England has a long, long history. The city has a tourist attraction that goes down, into the city, and through layers of "civilizations". When you get down to the Viking occupation, the soil is especially brown black, and then the smell hits you. It's memorable and dense. (Probably enhanced for tourists and guaranteed cholera free.) It's the smell of York, then and they talk about it.
The city that gives the world York Minster, a magnificent cathedral, also features its dark side. And both are worth the visit.
