This isn't even exclusive to healthcare. I worked at an inpatient psychiatric facility and was required to be up to date on all of my shots (a couple of boosters people typically don't get), had to get a HEP A vaccine booster since I was outside of the 20 year range, and your standard TB test (that's been anywhere I've worked with kids). We were also required to get an annual flu shot unless we showed we could not medically receive it.
ETA: And we were ALWAYS short on staff.

That's an alarming statistic. But are they really running out of capacity?
That is probably the biggest metric that should be driving public policy. Not positivity rates that so much of the media seems to be harping on.
The lack of capacity to deal with Covid patients + everything else that goes through those hospitals is a major problem. Even in the height of the pandemic, my local hospitals never used all of those tents that they setup. They repurposed a maternity wing and shuffled some room assignments, but they made it work. Was it worse in Louisiana?

Simple risk management.
But, we've been told the vaccines won't stop you from getting it. We are seeing more and more vaccinated people get it, particularly with Delta. The language the CDC is using is continuing to change in regards to the risks of vaccinated people to the point that they have stated not only can they get it, but they can also spread it.
When you are already short-handed to the point that people are dying, mandating your entire staff take the vaccine that doesn't stop them from getting it or spreading it, and doesn't alleviate the downtime resulting from a positive, doesn't seem like a great strategy.

The only thing I’m blinded by is OLOL threatening to fire employees a day after putting out what was basically a help wanted add because of staff shortages.

If you want to look at it another way, they believe everyone getting the vaccine unloads their demand. Less chance of contracting covid means fewer people carrying to transmit and those that do have breakthrough will not have as bad of symptoms. Absolutely all the data backs this up, so they believe it.
Others, like yourself, don't believe it so seeing their point of view is going to be hard.
They see the way out is to have their people be part of the solution and not the problem.

Based on what I've read, you are correct. I hope you are wrong, but I don't think you are.
And this new rule is likely the result of their careful evaluation of the risk of losing personnel who don't want to get the vaccine vs the risk of losing large amounts of critical staff because they are quarantined.
Which probably means that they are having issues with staffers getting sick already. THAT is a major community health risk IMO.

Just given what I've read, it seems far more likely a vaccinated person can have COVID and be asymptomatic than an unvaccinated person with the new strain.
Unless your company forces weekly testing, asymptomatic vaccinated folks aren't getting tested. Which means they stay in their rotation.
