Oil was roughly $10 a barrel in 1997. Adjusting for inflation it was the lowest it has been in a century.
Sub $20 today might be lower, adjusted for inflation. I'll have to dust off my economics degree and dig into this.

I think it was around $8 circa early 80s

And 8 dollars in 84 was a hell of a lot more than 19 in 2020

2002 was the last time it dropped below $20. 2009 and 2016 were the last two low points. That $60 price point had producers thinking about spending a lot more. This definitely doesn't.
