Even under a broad freedom of association it doesn’t seem like discrimination should be part of that 23% (if that is accurate).

If the specific initiative in OP is getting tax credits thru State Small Business Credit Initiative (SSBCI) that seems equally problematic.

So black startups are getting preferential treatment in a city where blacks are the majority. Interesting.

I mean, look how 8(a) programs have thrived and lead to successful minority-owned businesses after they graduated from the program.
