This appears to be one of those "there's more to the story" type of things.

For one, the owner seems to be intentionally obstructive after the Township admitted to their error and offered to buy the land and he refused. Also refusing to let them on 10 feet of his property to remove the building he doesn't want on his property.

The township also seems to be incredibly petty by cutting the building in half and erecting a fence.

Likely some small-town, long-standing feud between a Township administrator and the farmer.

The article mentions a separate land matter to be heard between the landowner in question and the city.

Sounds like he is holding their feet to the fire over this until that gets resolved.
