Yepp. Which, frankly, is one factor on the side of indictment, since the burden is lower and it's not a matter of whether he's guilty or not. Still don't see it happening though.

What is the burden? I'm assuming a grand jury is composed of 12 jurors with additional alternates? How many of the 12 have to vote for a true bill for the indictment to be carried out?

Most times, the Prosecutor goes in with his puzzle, so they can follow. THis time, he knew it was a just kill, and wasn't going to bury the cop, so he gave them months and all the info to decide. In city, they always like to plead down, so its another Guilty in their books. Then people wonder how a guy with 3 weapon charges and just killed some one, only got 2 months for those 3 gun charges.

Thanks for that slick. I missed his question.
He had every witness testify instead one detective summarizing witness interviews. Presented probably more information than most grand juries ever hear. Didn't suggest or give guidance on charges but rather gave them the definitions and left it completely to the grand jury to determine if any fit.
Like I said, don't think there would have been an indictment regardless, unless McCulloch wanted one.
